10:30 a.m.: I am greeted by Tarun Vishwas, Shyamdev Mandal’s uncle. Tarun was elected to the post of Upsarpanch in the just-concluded elections for the village judiciary (Nyay Panchayat). I congratulate him on winning the elections. While elated, he says, somewhat wistfully, that there are few opportunities to make money as Upsarpanch. Unlike the functionaries of the village council (Gram Panchayat), who are responsible for the implementation of development projects, he and his colleagues are allocated no budgets.
